BART Concept Plan Planning Commission
6 of 9
And, a commenter observed that prior to the pandemic, the parking lots filled up quickly –
resulting in BART riders having to park far from the station.
CONCEPTUAL DEVELOPMENT SCENARIOS
Key Planning Considerations: There are several background conditions and planning
considerations for the site. They include:

• Site planning and configuration that takes into account the property's ongoing
functioning as a BART station (i.e., station access), existing infrastructure and
easements, such as the Iron Horse trail alignments, utilities, and BART service
equipment
• Transit stops and multi-modal circulation through the station
• Parking demand for both on-site development and BART rider parking
• Parking supply factoring in off-site parking capacity in the vicinity (including the Alameda
County parking garage)
• Complementary uses to the allowable housing
• Integration of other site improvements, particularly the anticipated Valley Link station
• Minimum zoning requirements of state law and regional policy requirements
• Mitigation of noise and freeway-related impacts
• Connectivity to the broader area and adjacent properties, and potential future
development of the adjacent vacant Oracle property
• Building design requirements for proposed development
• Input and comments from key stakeholders.

Policy Goals and Objectives for Transit-Oriented Development
BART has established policy goals for TOD around its stations, covering the following topic
areas: Complete Communities, Sustainable Communities Strategy, Ridership, Value Creation
and Value Capture, Transportation Choice, and Affordability. The Concept Plan would
incorporate these goals, tailored to the subject station and project site, specifically in the areas
of vitality in the area with a variety of supportive uses, addressing housing both affordable and
market-rate housing needs, and increase the share of BART patrons who use alternatives to
driving to get to the station (e.g., walk, bike, take transit). A draft of the goals and objectives
(named Pleasanton Transit-Oriented Development at Dublin/Pleasanton BART Station – Goals
and Objectives) is included as Exhibit C to this report.

Site Re-use Scenarios
The draft re-use options are included in detail as Exhibit A to this report. The following is a
summary of the scenarios:

• Development Scenarios: The site is approximately 14.9 gross acres (approximately
11.34 net acres) and could be developed as three to four parcels (compared to the two
existing parcels).

In the four-parcel scenario, each parcel would be between approximately 2.4 to 4.3
acres, with buildings five to seven stories high and housing between 870 and 1,088
