Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

6

needs. An additional 130 feet of residential loading area is shown along the western edge of
Site 2. All loading needs are subject to further analysis.

The cul-de-sac also provides service (such as trash collection) and fire department access to
the rear/side of Sites 1 and 2. This option does not show direct vehicular access for potential
plaza-facing retail or commercial space at Site 2, such as for deliveries. Commercial loading
space needed for these uses could be located along Owens Drive, or the design could be
refined to accommodate limited vehicle access onto the plaza.

In the Turnaround option, the BART rider parking garage is shown on Site 1. In that case, the
primary access to the BART rider parking garage would be from Owens Drive at the west end of
Site 1. An alternative for BART rider parking is to locate it on Site 4 on the east side of the
station, with access along the north side of Site 4 from the BART station roadway.

ii. Access Option A-2: Loop

Figure 2-3: Loop option for vehicular access.
This option would introduce a two-way internal loop road with one driveway along the extension
of Willow Road and a new driveway on Owens Drive just west of the Iron Horse trail, providing
service and fire department access around Site 2 and at the rear of Site 1. Both driveways
would accommodate entrances and exits, which would allow drop-offs to occur closer to the
station entrance. The new driveway on Owens Drive just west of the Iron Horse trail would be
limited to right turns in and out only. Two pedestrian crossings will be needed along the Owens
Drive frontage- one at either end of the loop.

The Loop configuration provides up to 760 feet of curb length for passenger pick-up and drop-
off within the station. This configuration could also provide a total of up to 1,190 feet of curb
length along the Owens Drive street frontage. As shown in Figure 2-3, this could be used to
accommodate BART rider loading in front of Sites 2, with the rest used for residential and
commercial loading needs. All loading needs are subject to further analysis.

In the Loop option, potential plaza-facing retail or commercial space at Site 2 would be provided
with direct vehicular access, such as for deliveries.

In contrast to the Turnaround Configuration, this configuration shows the BART rider parking
garage on Site 3 with access along the north side of the garage on the BART station roadway.
Alternatively, the BART rider parking could be located on Site 1 with access from Owens Drive.
