Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

7

iii. Comparison between options
The table below summarizes the main advantages and disadvantages of each alternative in
terms of access and circulation:

Vehicle Access Alternatives
Option Advantages Disadvantages
Option A-1:
Turnaround
(Cul-de-sac)
• One entry/exit point simplifies
circulation and reduces conflict
points between motor vehicles and
pedestrians and cyclists
• More space along the Iron Horse
trail for sidewalks and landscaping
• Smaller on-site drop-off area
• Higher potential for queues to spill
back onto Owens Drive
• No commercial or customer loading
for potential plaza-facing retail at
Site 2.
Option A-2:
Loop
• Drop-off area closer to the station
entrance
• Larger on-site drop-off area
• Commercial and customer loading
for potential plaza-facing retail at
Site 2.
• Second driveway near Iron Horse
trail crossing introduces new conflict
points between motor vehicles and
pedestrians and cyclists
• Larger paved area

The turnaround option is preferred by City staff to reduce traffic and relieve congestion at the
Willow Road / Owens Drive intersection, as well as at the BART access point. BART staff also
prefer this option as it minimizes the circulation area on site and allows for drop -offs along
Owens Drive on each side of the Iron Horse trail, making it more convenient for most pick-ups
and drop-offs, but would expect it to be refined to provide direct vehicular access for any plaza-
facing retail uses.
