Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

10

3. BART Rider Parking

BART policy prioritizes pedestrian, bicycle, transit/shuttle and paratransit, and passenger pick
up/drop off access to stations over driving and parking. The location and provision of
replacement BART rider parking at TOD sites is contingent on design tradeoffs, funding
availability and optimizing land lease values .

Given current regional, local and BART policies to reduce vehicle miles travelled (VMT) and
greenhouse gas (GHG) emissions and to maximize housing, as well as reduced parking
demand due to post-pandemic remote work trends, there will be less parking at the station in
the future.

Based on Fehr and Peers’ preliminary high-level station parking analysis, Pleasanton residents
use approximately 250 spaces on the Pleasanton side on a regular basis. The Dublin side
BART rider parking garage's occupancy is around 60% and provides convenient access for
those riders coming from 580 and the north. BART rider parking. The recently constructed
County parking garage on the Dublin side (Dublin Transit Center Garage) is currently
underutilized, and could be explored as a potential option for BART rider parking.

a. BART Rider Parking Location

The Site Re-Use Options locate BART rider parking on either Site 1 or Site 3/4.

Figure 3-1: Potential locations for future BART rider parking, and location of BART and County garages on the Dublin
side.
