Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

11

b. BART Rider Parking Amount and Upcoming Study
A station access planning and parking management study will be conducted prior to BART
releasing its developer Request for Proposals. That study is slated to begin soon, and will
include parking analysis to determine the maximum level of on-site BART rider parking to be
provided in the TOD. The analysis will consider many factors including:
• Current access patterns and options (how people have historically gotten to the
station)
• Station access alternatives to driving and parking on-site
• The availability of existing or future off-site parking opportunities
o this will include parking resources on both sides of the station as well as in the
area, including the West Dublin/Pleasanton station
• BART policy prioritizing pedestrian, bicycle and transit access to stations over private
auto access and parking.
• Potential increase in ridership and consequent increase in parking demand at the
station
• Potential future increases in BART rider parking rates.
• Effects of implementation of the Valley Link project
o If a new station is built at Pleasanton, it is likely to reduce the number of people
driving in from areas further east as they will be able to take Valley Link and
transfer here to BART.
• Cost of funding BART commuter parking.
o The analysis will provide a maximum parking amount, subject to available
funding. BART policy prohibits putting this burden on a future developer.

The development framework that will result from this planning effort will be flexible to reflect that
the amount of BART rider parking has not yet been determined.
