8
• Prime or Statewide Significant Farmland. According to the California Department of
Conservation (DOC), the project site and surrounding areas are designated Urban and Built-up
Land; the project site is not located on any sites designated by the DOC’s Farmland Mapping and
Monitoring Program (FMMP) for prime farmland or farmland of statewide importance.2
• Land zoned or designated for agricultural protection or preservation. The project site is zoned
Public and Institutional, and its land use designation is Community Facility. As such, the project site
is not zoned or designated for agricultural production.
• Hazardous waste sites (Cortese List). The project site is not located on or near a hazardous
waste site listed under the Cortese List by the Department of Toxic Substances Control (DTSC) or
the State Water Resources Control Board (State Water Board) GeoTracker database. Furthermore,
according to the regulatory database report included in the Phase I Environmental Site Assessment
(ESA) prepared by Cornerstone Earth Group, the project site is not included in any EPA databases
that list properties that are subject to land use restrictions or Federal Superfund Liens or any lists
maintained by DTSC.3 The Phase I ESA is provided in Appendix B.
• Conservation Easements or Habitat Conservation Plan lands. The project site is not located
within a Habitat Conservation Plan (HCP) or Natural Community Conservation Plan (NCCP), as
indicated in the 2023 Housing Element Update Final Environmental Impact Report (FEIR) for all
potential sites.4
• Habitat for protected or sensitive species. Relevant literature review and a field survey
conducted on January 31, 2025, concluded that the site is not located on habitat for protected
species.5
• Coastal Zone. The proposed project is located approximately 15 miles east of the San Francisco
Bay coastline, which is the nearest coastline to the project site; therefore, the proposed project is
not within the Coastal Zone.
• Flood Hazard Area. The project site is not located within a flood hazard area. According to the
Federal Emergency Management Agency (FEMA), the closest mapped flood hazard area is Arroyo
Valle Creek, located approximately 0.34 mile south of the project site. Arroyo Valle Creek has a
designated FEMA Zone AE, a high-risk flood area with a 1 percent annual chance of flooding (i.e.
100-year floodplain).6

2 Department of Conservation (DOC). 2025.
