CULTURAL RESOURCES SURVEY REPORT
4400 Black Ave
13
PREVIOUS STUDIES AND ARCHIVAL RESEARCH
RECORD SEARCH RESULTS
A record search performed at the Northwest Information Center (NWIC File # 23-0422, October
20, 2023) did not identify any cultural resources within a ¼ mile radius of the project area. The search
returned two previous studies (S-13832 and S-47934) that included at least part of the project area,
and no additional studies have come within a ¼ mile radius.
One of the previous studies, S-13832, was completed in 1991 by Miley Holman and Holman &
Associates, but the map included in the report appears to be in error. Holman requested a search of
the NWIC archive and surveyed the grounds and immediate vicinity of the Foothill High School site
as part of a proposed expansion. However, Foothill High School is 2.3 miles west of the project area.
The map included in the report showed Amador Valley High School as their project area. The report
mentioned Arroyo de la Laguna as south of the project area, which is true for Foothill High School
but not for Amador Valley High School. The confusion between the two high schools likely led to the
wrong map being included in the report and NWIC recording the wrong location for the survey.
In 2015, a technical memorandum was prepared by Steve Brown, Daniel Shoup, and Steve Kirkpatrick
to address potential Section 106 Cultural Resource Issues with the City of Pleasanton’s Recycled Water
Project. As part of the study, a search of the NWIC archives and a survey in the vicinity of the
identified resources was performed. The survey areas did not include the project area. The Recycled
Water Project identified two prehistoric and three historic sites within their APE; however, all are at
least 1 mile north of the current project area (S-47934, Brown et al. 2015).
Please see Appendix 1 for complete record search results.
SACRED LANDS F ILE S EARCH
A Sacred Lands File search request was submitted to the Native American Heritage Commission
(NAHC) for 4400 Black Ave. Cody Campagne of NAHC responded on October 23, 2023, stating that
the results were positive and that the Muwekma Ohlone Indian Tribe of the SF Bay Area should be
contacted regarding this project. Please see Appendix 2 for the Sacred Lands File search results and
tribal consultation list.
