A higher contingency is recommended as the project is at the initial scoping
phase, and a majority of the work area was not readily available for review by bidders;
proposed locations of conduit runs and panels will be determined during the design process
within areas currently inaccessible.

EQUITY AND SUSTAINABILITY
This project supports the City’s equity and sustainability goals by ensuring safe, reliable, and
accessible public facilities for all who work in or visit City buildings. Maintaining modern fire
alarm and communication systems enhances community resilience and aligns with the Climate
Action Plan (CAP 2.0) goal of promoting safe and sustainable public infrastructure.

OUTREACH
No outreach was conducted during the fire alarm RFP process, as this item is a routine matter
of City business. Adjacent neighbors, the school district, and Library patrons will be given
notice prior to the start of construction.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton citywide strategic goals of Investing in
Our Environment – Strategy 1 by implementing the City’s four-year Capital Improvement
Program (CIP) through the design and construction of budgeted projects (CIP Nos. 23457 and
26386). It also supports Safeguarding Our City – Strategy 1 by enhancing the City’s
emergency preparedness capabilities and ensuring that essential public facilities are properly
equipped to respond to disasters.

FISCAL IMPACT
The OSC Fire Alarm & Notification System, CIP No. 23457, is funded as part of FY 2022/23
and received additional funding allocation in FY 2024/25. The Library Fire Alarm Upgrade, CIP
No. 26386, is funded as part of FY 2025/26. The total programmed amount for both projects is
$1.85 million. The total anticipated project expenditure for the recommended proposal is $1.25
million, which includes design and construction contingency, soft costs, and on-call
professional services. This also includes the addition of the Police Station and LPFD Training
Center fire alarm upgrades. A project contingency of 20 percent will address both the
unforeseen scope of work identified during the detailed design and permitting phases, as well
as the existing conflicts that may arise once the walls and ceilings are opened up during
construction. The funding and anticipated project expenditures are detailed in Attachment 2.

Prepared by: Submitted by: Approved by:

Adam Nelkie, Assistant Dir.
of Public Works -
Engineering
Siew-Chin Yeong, Director of Public
Works

Gerry Beaudin, City
Manager

Docusign Envelope ID: 1D34CC79-5A3B-46B0-A38E-AB5F8C8EF441
