Waste bin placement and contractor
parking will be coordinated with Public Works and the Police Department (PD). Construction
crews will access the site through the main entrance, and all personnel will undergo PD
background checks. While some staff disruption may occur, no impact is expected on police
services. The emergency generator and fuel station are not included in this project.

Proposals
Staff recommends rejecting the original proposals received under the July 16, 2025,
solicitation, which yielded two non-responsive packages.

Staff recommends rejecting the rebid proposals from August 20, 2025. Four proposals were
received, and a bid was protested that identified a discrepancy in the evaluation criteria. The
evaluation process was removed, and the project was competitively rebid.

Sealed bids were received for the rebid on October 23, 2025, and publicly read out loud. Of the
seven packages received, six were deemed responsive bids with all below the engineer’s
estimate of $900,000. Staff recommends awarding to FE Controls Corporation with the lowest
base bid of $742,826.73. The Bid Summary is detailed in Attachment 1.

Schedule
The Fire Alarm Retrofit project will start design investigation and documentation in January
2026, following full execution of the contract. Permit submittals are planned for March 2026. At
that time, a construction schedule will be finalized with the contractor, and materials will be
ordered. Mobilization is planned at the most critical OSC site in April 2026, followed by the
Library and the PD buildings. Construction of the entire project is planned to be completed in
October 2026.

Project Management
The Fire Alarm Retrofit project comprises four projects bundled into one contract, with multiple
building permits requiring monitoring on overlapping schedules. Additional support is required
due to the varying working hours and construction durations at each location. Staff
recommends using existing on-call construction management or architectural professional
support services for the Fire Alarm Retrofit project after executing the general contractor
contract. The consultant will review the plans, coordinate external reviews and access, and
assist in administering and inspecting the project.

Fire Alarm Monitoring
Upon completion of the work, it is anticipated that the City’s contracted remote fire alarm
monitoring and maintenance contractor will install new monitoring devices to bring these
systems in line with current City standards.

Permit and Review Fees and Specialty Inspections
Required permit costs and review fees by LPFD will be determined during the design of the
updated fire alarm and fire sprinkler systems. It is anticipated that specialty inspection
Docusign Envelope ID: 1D34CC79-5A3B-46B0-A38E-AB5F8C8EF441
