Page 1 of 6 <br />Item #4 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />December 2, 2025 <br />Public Works - Engineering Division <br /> <br />TITLE: REJECT ALL BIDS FROM THE JULY 16, 2025, AND THE AUGUST 20, 2025, BID <br />SOLICITATIONS AND AUTHORIZE THE CITY MANAGER TO ENTER INTO AN <br />AGREEMENT WITH FE CONTROLS CORPORATION FOR THE OPERATIONS <br />SERVICE CENTER (OSC) FIRE ALARM AND NOTIFICATION SYSTEM <br />PROJECT, CIP NO. 23457, THE LIBRARY FIRE ALARM UPGRADE PROJECT, <br />CIP NO. 26386, AND FOR FIRE ALARM RETROFITS AT THE OPERATIONS <br />SERVICE CENTER LIVERMORE-PLEASANTON FIRE DEPARTMENT (OSC- <br />LPFD) AND PLEASANTON POLICE STATIONS IN AN AMOUNT NOT TO <br />EXCEED $742,826.73 <br /> <br />SUMMARY <br />This project consists of the retrofit and replacement of the City’s existing fire alarm systems at <br />12 buildings totaling approximately 140,000 square feet at the City's Operations Service <br />Center (OSC), Library, and Police Station. The scope of work also includes minor <br />modifications to the fire sprinkler systems to support fire alarm monitoring and the replacement <br />of the Library’s fire sprinkler backflow. A new communication system will be installed at the <br />OSC facilities to enhance emergency response capabilities. <br /> <br />The construction contract includes the design of the retrofit systems and review and approval <br />by the City and the Livermore-Pleasanton Fire Department (LPFD) prior to the start of <br />construction. The Request for Bids was publicly advertised, and proposals were received on <br />October 23, 2025. Staff recommends awarding the construction contract to FE Controls <br />Corporation, located in Fremont, California, in the amount of $742,826.73. <br /> <br />RECOMMENDATION <br />1. Reject all proposals from the July 16, 2025, and the August 20, 2025, bid solicitations. <br />2. Award and authorize the City Manager to enter into a construction contract with FE <br />Controls Corporation of Fremont, CA, in the amount of $742,826.73 for the OSC Fire <br />Alarm & Notification System Project, CIP No. 23457, the Library Fire Alarm Upgrade <br />Project, CIP No. 26386, and for fire alarm retrofits at the Operations Service Center <br />Livermore-Pleasanton Fire Department (OSC-LPFD) and Pleasanton Police Station. <br />3. Authorize the Director of Public Works to execute a task authorization with an existing <br />on-call architectural or construction management firm in the amount of $100,000 for <br />design and construction support services. <br />4. Authorize the Director of Public Works to execute an amendment to the maintenance <br />contract to add new control panels for remote monitoring devices by the City’s <br />contracted fire alarm monitoring and maintenance service upon completion of the fire <br />alarm upgrades. <br />5.
