CITY OF PLEASANTON TTCASANJ011431.2025 10
PROPOSAL FOR
CITY OF PLEASANTON
QUIET ZONE
3. WORK PLAN / SCOPE OF WORK / SCHEDULE
Quiet Zone Strategy
The FRA is committed to reducing the number of collisions at highway-rail grade crossings while establishing a
consistent standard for communities that choose to preserve or enhance the quality of life for their residents by creating
quiet zones, where routine use of train horns at public crossings is restricted. Federal regulation requires that locomotive
horns begin sounding 15–20 seconds before entering public rail grade crossings, no more than one-quarter mile in
advance. A “quiet zone” is a section of a rail line at least one-half mile in length that contains one or more consecutive
public highway-rail grade crossings at which locomotive horns are not routinely sounded when trains are approaching
the crossings. The prohibited use of train horns within a quiet zone only applies to trains when approaching and entering
crossings and does not include train horn use within passenger stations or rail yards. Also, train horns may be sounded
in emergency situations or to comply with other railroad or FRA rules even within a quiet zone. Quiet zone regulations do
not eliminate the use of locomotive bells at crossings. Therefore, a more appropriate description of a designated quiet
zone would be a “reduced train horn area.”
Scope of Work
TASK 1: PROJECT ADMINISTRATION AND MEETINGS
Kimley-Horn will take a hands-on approach for contract management, quality control services, and scope management
throughout the duration of the project. We will begin the project with a kick-off meeting with the City to discuss the
project goals, objectives, finalize the project approach and work plan, roles, and responsibilities. The Kimley-Horn
team will schedule and facilitate monthly status meetings with the City to discuss project progress, schedule, activities
planned for the following month, and document decisions and risks. On a more granular level, Kimley-Horn will provide
weekly status updates via email to the City, noting activities occurring in the immediate weeks to follow and overall
project status.
Kimley-Horn will prepare and maintain a project schedule, detailing current and upcoming activities and deliverables, as
well as predecessor activities for key tasks.
Kimley-Horn will prepare monthly invoices along with a bulleted progress report, highlighting the significant activities
completed for the subject time period.
Task 1 Deliverables:
✓Kick-off meeting agenda and minutes
✓Project schedule
✓Action item log with weekly activities listed
✓Monthly invoices and associated progress report
TASK 2: QUIET ZONE ANALYSIS
Utilizing the quiet zone strategies and approach described herein, the Kimley-Horn team will perform the quiet zone
analysis and address the key items described in the RFP. The City has performed preliminary quiet zone calculations,
which Kimley-Horn will use as a baseline for determining the necessary civil improvements to achieve quiet zone status.
The Kimley-Horn team will evaluate additional scenarios by which the City may achieve Quiet Zone status, including
additional SSMs or ASMs where feasible.
As part of this effort, our team will perform an initial site visit to review current conditions of the four at-grade crossings
and assess any opportunities or constraints for potential new improvements. This information will be important to both
CPUC and the FRA when assessing potential safety measures and proposed infrastructure improvements at each at-
grade crossing location.
Docusign Envelope ID: 2430EB25-F48A-45D4-91C5-9340C4FBB5C9
