CITY OF PLEASANTON TTCASANJ011431.2025 11
PROPOSAL FOR
CITY OF PLEASANTON
QUIET ZONE
Kimley-Horn will consolidate the information gathered and the quiet zone analysis, summarizing the information in
a technical memorandum for the City, which can be referred to as the “Preliminary Evaluation Memorandum”. This
memorandum will detail the opportunities, constraints, and outline the options available for quiet zone implementation.
As there may be multiple design alternatives, this memorandum will narrow the focus down to two (2) alternatives for
consideration during the diagnostic review process.
Task 2 Deliverables
✓Preliminary Evaluation Memorandum, summarizing the opportunities, constraints, and options available for quiet zone implementation
TASK 3: CONCEPT DEVELOPMENT (15% DESIGN)
Kimley-Horn will prepare conceptual designs for the four at-grade crossings within the City, based on the determination
of alternatives as described in Task 2. While the quiet zone calculations as shown in the RFP indicate medians are the
minimum set of improvements required at Santa Rita Road such that the four crossings would be afforded Quiet Zone
status, Kimley-Horn will prepare conceptual designs for up to two (2) alternatives at each of the four (4) crossings.
These conceptual designs would be prepared prior to the field diagnostic meetings and would be provided to the City
for review and approval in advance. Kimley-Horn has found that providing concept plans, akin to a 15% design, to
the members of the Diagnostic Team in advance of the meeting provides an anchor point from which all discussion
can stem from. Having a concept design already prepared allows for a more efficient and collaborative field meeting,
minimizing subsequent back and forth on design iterations after the fact. This in turn expedites the plan development
process and schedule and leads to faster concurrence between permitting and stakeholder agencies.
To accompany the conceptual designs, Kimley-Horn will prepare a rough order of magnitude cost estimate to document
the expected construction costs associated with the various design alternatives.
Task 3 Deliverables:
✓Conceptual designs – two (2) alternatives per crossing
✓Rough order of magnitude cost estimates
TASK 4: STAKEHOLDER ENGAGEMENT
Kimley-Horn will support the City in engaging the various stakeholder agencies, including CPUC, UPRR, the FRA, and
ACE. In the early phase of the project, these meetings will serve to obtain key corridor and arterial roadway information
such as traffic volumes, train frequency and speeds, new project developments planned for the area, and crash history
at each location if available. During the final design phase, this engagement will be on an as needed and ongoing basis
to secure design approvals and required authorizations for the Quiet Zone.
TASK 4.1 – Diagnostic Meetings (Virtual and Field)
Kimley-Horn will schedule and facilitate a virtual pre-diagnostic meeting with the stakeholders, no more than one week
in advance of the field diagnostic meeting. In recent years, a virtual pre-diagnostic meeting has become an industry
standard and best practice. It allows the public authority and its representatives (in this case, the City and Kimley-Horn)
the opportunity to set a baseline for the topics of discussion while in the field. These discussions often include project
background, existing conditions information, and the purpose of the improvements.
Docusign Envelope ID: 2430EB25-F48A-45D4-91C5-9340C4FBB5C9
