EVALUATION OF GROUNDWATER SUPPLY ALTERNATIVES
WITHIN BERNAL SUBBASIN

EXHIBIT A - SCOPE OF WORK

Background
On October 17, 2023, the City of Pleasanton (City) Council approved the planning of new
groundwater wells within the Bernal subbasin (which is outside the existing PFAS plume) to
recover the use of its Groundwater Production Quota (GPQ). Recovering the use of its GPQ
provides the City a more reliable and economical source of water supply (as compared to the
purchase of additional water supply from Zone 7 at the wholesale rate) to help meet its long-term
annual and max day demands.

On June 18, 2024, City Council approved an agreement with Zone 7 to evaluate the feasibility of
jointly constructing and operating new groundwater wells in the Bernal subbasin (Joint Project).
The Joint Project would include the construction of new groundwater wells to increase Zone 7’s
groundwater production capacity and drought resiliency for the overall Tri-Vally region and
recover the City’s GPQ. The new groundwater wells would be treated at the Zone 7 Hopyard
Chloramination Facility and be connected to Zone 7’s transmission system. Delivery of the
City’s GPQ would be via Zone 7’s transmission system and turnouts. Zone 7 would serve as the
lead agency in design, construction, and operation of the project with the City paying its fair
share of costs.

Luhdorff & Scalmanini Consulting Engineers (LSCE), with Carollo Engineers (Carollo) as a
subconsultant, was hired by Zone 7 and City to perform the Regional Groundwater Facilities
Feasibility Study for the Joint Project (Joint Project Feasibility Study). The Joint Project
Feasibility Study is anticipated to be complete by the end of December 2025. Separately, the
City hired Akel Engineering Group (Akel) to evaluate associated improvements to the City’s
distribution system to receive its GPQ through turnouts. These distribution system improvements
would be the sole responsibility of the City.

The City would now like to perform a study that evaluates the Joint Project against the City
implementing its own independent project of new groundwater wells within the Bernal subbasin
(City Project). The following details the scope of work for this study.

Task 1 – Offset GPQ w/ Zone 7 Wholesale Purchases (Alternative 1 – Baseline)

Under this alternative, the City does not build any groundwater wells and instead offsets the loss
of its GPQ by purchasing water from Zone 7 at the wholesale rate. Zone 7 delivers water to the
City via its existing transmission system and turnouts. This is the interim arrangement for the
City and represents baseline conditions. This task will include the following:

Task 1.1: Zone 7 Deliver the City’s GPQ in the Future at Wholesale Rate
1. Carollo Engineers (Consultant) will coordinate with the City and Zone 7 to determine if Zone
7 can deliver the City’s GPQ (3,500 AFY) and associated max day demand (4,400 gpm
based on an annual average to max day factor of 2) through buildout conditions at the
Docusign Envelope ID: A2CEC78C-F0FD-4D4D-9F39-237EDFC2492E
