The Consultant will coordinate with the City and Zone 7 to determine the annual cost to
purchase its GPQ (3,500 AFY) at the wholesale rate.
Task 1.2: City Distribution Improvements
1. The Consultant will summarize improvements as recommended by Akel (see Attachment 2)
to properly deliver the City’s GPQ into the City’s distribution system via Zone 7 turnouts.
2. Capital cost estimates
a. The Consultant will review the capital cost estimates provided by Akel and make
recommended adjustments including escalation of costs so they correspond to the
same estimate year used throughout the evaluation.
b. The capital cost estimate by Akel for the recommended new turnout should be
considered as a placeholder. The Consultant will coordinate with the City to provide a
high-level conceptual plan for the new turnout for the purpose of developing a more
accurate cost estimate.
c. The City is responsible for dosing fluoride. The Consultant will include fluoride
dosing equipment in its capital cost estimate for the new turnout facility and will
coordinate with City to confirm its fluoride equipment at existing turnouts is
sufficient for the increased build out flow rates to be experienced with the City’s GPQ
delivered through turnouts.
3. Annual operation and maintenance cost estimates
a. The Consultant will coordinate with the City to provide fluoride treatment chemical
costs associated with the City’s GPQ (3,500 AFY).
Task 2 – Joint Project (Alternative 2)
The purpose of this task is to provide a summary of the Joint Project. The task will include the
following:

Task 2.1 – Summarize Joint Project Groundwater Supply Improvements
1. The Consultant will summarize improvements including new groundwater well facilities,
new untreated groundwater pipelines, and upgrades to the Zone 7 Hopyard Chloramination
Facility as recommended in the Joint Project Feasibility Study.
2. The Consultant will summarize capital cost estimates as provided in the Joint Project
Feasibility Study. Note that cost share assumptions between Zone 7 and the City will be
provided by the City.
3. The Consultant will summarize annual operation and maintenance cost estimates as provided
in the Joint Project Feasibility Study. Note that cost share assumptions between Zone 7 and
the City will be provided by the City.
Task 2.2 - City Distribution Improvements
The scope for Alternative 2 is the same as Alternative 1 as both alternatives have the City’s GPQ
delivered by Zone 7 through turnouts and therefore require the same distribution improvements.

Task 3 – City Project (Alternative 3)
Docusign Envelope ID: A2CEC78C-F0FD-4D4D-9F39-237EDFC2492E
