TO SUPPORT
SEWER SYSTEM OPERATIONS IN AN AMOUNT NOT-TO-EXCEED $500,000
FOR A FIVE-YEAR TERM

SUMMARY
Staff recommends awarding a five-year, not-to-exceed $500,000 professional services
agreement to Woodard & Curran, Inc. to provide as-needed technical support for the City’s
sewer collection system. These services include hydraulic modeling and capacity evaluation
required for ongoing development review, implementation of State-mandated sewer programs
such as force main desktop inspection and enforcement, and other specialized support
necessary to sustain reliable and compliant utility operations.

Woodard & Curran has maintained the City’s hydraulic model since 2023 and has unique,
system-specific knowledge essential for timely analysis, regulatory compliance, and informed
capital planning.

RECOMMENDATION
Authorize the City Manager to enter into a professional services agreement with Woodard &
Curran, Inc. to support sewer system operations in an amount not-to-exceed $500,000 for a
five-year term.

BACKGROUND
The City owns and operates a complex sewer collection system that includes approximately
253 miles of gravity sewers, 4.9 miles of force mains, eight siphons, 11 active pump stations,
and roughly 21,000 service connections. Average dry-weather flow is approximately 6 million
gallons per day (MGD). Wastewater treatment is provided through long-standing agreements
with Dublin San Ramon Services District (DSRSD) and, for the Ruby Hill service area, with the
City of Livermore. The City is also a member of the Livermore-Amador Valley Water
Management Agency (LAVWMA) for the disposal of treated wastewater and conveys
Castlewood flows through its system under an agreement with Alameda County.

On January 18, 2022, the City Council approved a professional services agreement with
Woodard & Curran to develop the City’s sewer collection system hydraulic model and conduct
capacity evaluations under CIP No. 16245. The hydraulic model has since become an
essential planning and operational tool supporting capital project design, development review,
and system performance evaluation. The prior contract has been fully utilized, and continued
modeling support is necessary due to the system’s complexity and the need for accurate, data-
driven decision-making.

On June 17, 2025, the City Council adopted the City’s Sewer System Management Plan
Docusign Envelope ID: C45137E6-FA2F-4C56-BF5F-BA87B5BD14F7
