(SSMP), which identifies required Operations and Maintenance (O&M), Repair and
Replacement (R&R), and Capital Improvement Program (CIP) activities to maintain
compliance with State regulations. The SSMP was submitted to the State in July 2025, and the
associated Sewer CIP was approved on November 4, 2025. Implementation of these
commitments requires ongoing engineering and planning support.

DISCUSSION
Hydraulic modeling is a specialized discipline. Woodard & Curran developed and maintains the
City’s current model, and is uniquely positioned to provide timely updates and interpret system
behavior in response to sewer system replacements, operational changes, sewer system
overflow mitigation, or planned maintenance, repair, and replacement projects. Consistent
modeling support is essential to:
• Accurately assess existing and future system capacity,
• Prioritize maintenance projects based on data,
• Review and condition private development applications, and
• Support day-to-day utility operations and emergency planning.

To date, the City has cleaned and inspected approximately 250,000 linear feet of collection
system, representing roughly 30 percent of the system. This inspection effort has identified
urgent repair and replacement needs. Due to limited in-house engineering and planning
capacity, as-needed consultant support is required to analyze inspection data, develop the
R&R program, and begin addressing priority deficiencies. Delaying this work increases the risk
of sewer overflows, asset failures, and regulatory non-compliance.

The SSMP outlines several mandatory State requirements involving cleaning, inspection, asset
management, enforcement, and documentation, such as the sewer siphon inspection and
repair program, the force main and large diameter desktop and inspection program, the
maintenance hole condition assessment and rehabilitation program, and the annual sewer
collection system repair and replacement program. While City staff has developed a
preliminary compliance plan, implementation will require specialized technical expertise and
dedicated utility planning support. As-needed consultant services will ensure the City meets
regulatory timelines and maintains compliance with State Water Board expectations.

This agreement is structured as an as-needed contract. The City Manager or designee will
issue task orders with a clearly defined scope, schedule, and budget. This structure provides
flexibility, ensures fiscal control, and allows the City to deploy expert resources efficiently as
priorities arise. The total contract amount will not exceed $500,000 over a five-year period.

EQUITY AND SUSTAINABILITY
Staff followed the City Procurement Policy for purchasing procedures and the previous City
Council-approved provisions to develop this recommendation.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

Docusign Envelope ID: C45137E6-FA2F-4C56-BF5F-BA87B5BD14F7
