A Task
Authorization for each project or group of projects will be issued under the contract.

Function 5 – Outreach Support
This function supports communication and stakeholder engagement throughout program
development and project delivery to help maintain transparency and public confidence in
program delivery. The PMP, developed in Scope 1, will define the outreach program. A future
Task Authorization will be issued based on the defined scope of services, with clear and
measurable deliverables outlined in the contract.

Contract Assurances and Cost Controls
To ensure PCG meets the enhanced delivery goals, Task Authorizationswill be established
and issued under the contract, and will detail specific scope, budget, schedule, assumptions,
and delivery milestones. This approach enables the City to review budgets, scope, schedule,
and define milestones at each stage, ensuring the program remains on schedule to achieve
the delivery goals outlined in the master plans. Each Task Authorization’s delivery milestones
will be structured to withhold payment until each project meets the defined delivery milestones.
Billing is based on a not-to-exceed time-and-materials model, with payments made for each
function’s defined delivery milestones. This provides the cost savings benefits to the City under
the time-and-materials payment methodology, while ensuring a quality product and timely
delivery by withholding payments until milestone deliverables and quality standards are met. In
addition, the contract can be canceled at any time by the City if the Consultant does not meet
delivery expectations.

Individual projects will be designed by a bench of consultants specializing in utility project
design and construction management. These consultants will be procured and managed by
PCG, but contracts will be held directly with the City. This structure ensures sufficient design
capacity and specialized expertise to deliver projects. At the same time, the City retains the
ability to exercise control over the contracts or transition from PCG with minimal interruptions
to advancing project design and delivery work.

Phase I of the contract, with an estimated budget of $2.5 million, will extend through June 30,
2027, and will cover the first 18 months following contract execution. Phase I will focus on
program startup and development, including preparation of the Program Management Plan;
transition of existing active CIP projects by early January 2026; development of the master
schedule; resource analysis; detailed project scoping; water bond procurement; CIP project
updates; and procurement of design, construction management/inspection, and general
engineering support services, as further outlined in Exhibit A, Scope of Services.

Phase II of the contract, with an estimated budget of $2.5 million, will begin July 1, 2027, and
extend through June 30, 2030. Phase II will continue Scope 1 through Scope 5 services, with a
planned reduction in Program and Project Management support as program development is
completed and responsibilities are progressively transitioned back to City staff.

EQUITY AND SUSTAINABILITY
Approval of this item supports the City’s sustainability goals by facilitating implementation of
long-term water and wastewater infrastructure planning and investment. The recommended
contract supports the delivery of CIP projects that enhance system reliability, protect public
health, and promote efficient management of water and wastewater resources.
Docusign Envelope ID: FEFC9AF2-1478-4B9F-806B-DF97B62C9BB3
