OUTREACH
No direct public outreach was conducted for approval of this contract, as it is an administrative
action related to program delivery support. The recommended contract includes outreach
support services to assist the City with communication and stakeholder engagement during
program development and project delivery. The consultant will support outreach, messaging,
and coordination efforts to maintain transparency and public confidence as capital projects
advance. The Program Management Plan will define the outreach approach, and future Task
Authorizations will establish specific outreach activities and deliverables, as appropriate.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of
Investing in Our Environment, Strategy 1 - Implement the four-year Capital Improvement
Program (CIP) to complete design and construction of budgeted capital projects, Strategy 3 -
Identify funding and implement the recommendations from the Water Supply Alternative Study
to resolve PFAS water quality issues, Strategy 8 - Update the Sewer System Master Plan to
reflect current and future operations and identify system improvements and necessary
maintenance.

FISCAL IMPACT
Funding for this agreement will be provided through the Water and Sewer Enterprise Funds,
consistent with the adopted Water System Management Plan (WSMP) and Sewer System
Management Plan (SSMP). Water program funding is supported by the recently approved
water rates. Long-term sewer program funding is anticipated to be supported through adoption
of the upcoming sewer rates.

This item includes budget amendments to transfer $150,000 from Fund 431 (Sewer CIP Fund)
to Fund 430 (Sewer Operating Fund) and appropriate $150,000 to the Sewer Operating Fund
Professional Services account (43041202-430101).

If the sewer rates are not approved, the scope and pacing of sewer-related services will be
adjusted accordingly. There is sufficient fund balance available in the Sewer Enterprise Fund
(Fund 431) to fully support the recommended FY 2025/26 allocation in the absence of a sewer
rate increase.

Program management funding will be allocated between the Water and Sewer Enterprise
Funds based on the scope of services identified in individual Task Authorizations, which will
include a defined scope, budget, and schedule. Allocation amounts may vary by fiscal year
depending on program workload, project timing, cost controls, and funding availability. A
comprehensive resource assessment will be completed as part of program development and
may result in future budget adjustments.

Funding for stormwater program support will be evaluated following completion of the Storm
Water Master Plan and incorporated into future Task Authorizations, as appropriate.

Engineering design and construction management/inspection services will be procured
separately and presented to the City Council for consideration on a project-by-project basis,
with funding allocated through future Council actions.
Docusign Envelope ID: FEFC9AF2-1478-4B9F-806B-DF97B62C9BB3
