Despite these general trends, high interest rates, ongoing
construction cost increases and existing and new tariffs may affect housing production, and it
is difficult to predict whether the City will see a slow-down in new housing construction.

Table 2 summarizes RHNA progress in the current cycle (2023-2031) (Table B in the APR).
This table includes the 316 units permitted in 2025 and 11 units (7 very-low and 4 low) that
were converted to affordable housing as a part of the Avalon Bay project Affordable Housing
Agreement. The City has produced a total of 502 units so far within the current eight-year cycle
(2023-2031). Table 2 includes a column for the projection period between June 30, 2022 and
January 30, 2023, as units that were permitted after June 30, 2022 are included in the current
RHNA cycle. New fields have been added to allow jurisdictions to report units in the two new
income categories used to the affordability of housing units created by AB 3093 – Acutely Low-
Income and Extremely Low-Income. In Table B, rows have also been added to track progress
toward RHNA targets for these two income categories. Because jurisdictions who received
their current RHNA determinations prior to the passage of AB 3093 do not have Acutely Low-
Income or Extremely Low-Income targets yet, units reported by those jurisdictions in the two
new categories will be counted towards their Very Low-Income RHNA progress in the table.

Table 2: – Current Cycle (2023-20231) RHNA Progress

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)

This is an informational report and not a project as defined by CEQA Guidelines Section
Page 11 of 242
