HCD now requires reporting on the number of applications submitted, housing
units entitled, housing unit permits issued, and housing permits finaled during the year,
including the type of units (single-family, multifamily, etc.), and their affordability categories
(extremely low-, very low-, low-, moderate- and above moderate-income). HCD also requires
information about residential lot splits and housing development units created with the
provisions of CA Senate Bill (SB) 9. Table B of Attachment 1, shown on the next page, is a
summary that tracks building permits issued for each year of the 6th Cycle Housing Element’s
Regional Housing Needs Allocation (RHNA) period (2023-2031).

In 2025, the City entitled (approved) 629 new housing units across a number of projects.
These applications are summarized below:

Table 1. Summary of New Housing Units Entitled 2025
Application Type Number of Above
Moderate Units
Number of
Affordable
Units
Notes
Single-Family
Residential
464 22 Includes Merritt project (4141
Foothill), Barone’s (493 Saint John
Street), 3300 Busch Road
(Kiewit/Villages at Quarry), 2025
Santa Rita Road.
Multi-Family
Residential
59 84 Includes 4400 Black Ave, 3300
Busch Road.
Total 523 106

In 2025, building permits were issued for 316 new residential housing units (5 single family
homes, 57 ADUs, 254 apartments), and 27 residential units under construction were finaled (3
single family homes and 24 ADUs). Of the building permits issued, 8 are for extremely low-
income housing, 7 are for very low-income housing, 19 are for low-income housing, 15 are for
moderate-income housing and 267 are for above moderate-income housing (see Table 1). The
316 building permits issued in 2025 are an increase from the number issued in 2023 (121
units).

Based on the existing market demand and approvals/entitlements issued in the past year, staff
expects the City will issue a greater number of permits in 2026 as compared to 2025. Projects
expected to begin or conclude construction in 2026 include 689 units from the following
projects:
• 408-unit 3300 Busch Road project, plus 57 JADUs
• 59-unit 4400 Black Avenue project, plus 7 ADUs
• 47-unit 3200 Hopyard Road project
• 42-unit 2025 Santa Rita Road project
• 27-unit 0 Vineyard Avenue (PUSD site), plus 27 ADUs
Page 10 of 242
