This will provide the public with the opportunity to comment on the
proposed design. There will also be a City Council status update meeting in July 2026,
providing an additional opportunity for the public to share input on the project.

STRATEGIC PLAN ALIGNMENT
This project is a direct response to community complaints about train noise pollution, which
occurs at all hours of the day and night. It has a significant impact on the health of citizens in
the downtown communities.

Approval of this action advances the Citywide strategic goal of improving the community's
health and safety by enhancing quality of life, specifically by reducing train horn noise that can
affect sleep and other daily functions.

FISCAL IMPACT
The Quiet Zone Feasibility Study and Preliminary Design capital improvement project (CIP No.
26510) is funded with unused General Funds from the Bernal Synthetic Turf Repair and
Replacement project. The original funding amount for this project is $175,000. The Kimley-
Horn contract approved in December 2025 is for a not-to-exceed amount of $168,858.

It is standard procedure for Union Pacific to require a reimbursement agreement for their staff
time review of quiet zones. This staff time is estimated at $50,000 and is not currently included
in the budget for this project. Funding for the reimbursement agreement will require the
appropriation of $50,000 from Fund 201 (Miscellaenous CIP Projects) to the Quiet Zone
Feasibility Study and Preliminary Design Project (CIP No. 26510) (20130110-430101-26510).
UPRR will bill based on actual time spent on the project.

Prepared by: Submitted by: Approved by:

Mike Tassano, Traffic
Engineer/Deputy Director of
Community and Econ Dev
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Attachments:
1.
