coordination with the Federal Railroad Administration, UPRR, and Altamont Commuter
Express (ACE). Each stakeholder will need to express their support for the Quiet Zone Plan
prior to its implementation.

The Quiet Zone project is on schedule. Kimley-Horn has started the Stakeholder Engagement
process. UPRR has been very responsive to staff requests for the field meeting. It is UPRR's
standard procedure to require a reimbursement agreement for staff time spent on Quiet Zone,
with a standard estimate for staff time of up to $10,000 per crossing. The reimbursement
agreement covers all preliminary engineering work, including the initial field meeting, design
plan review, and documentation review.

The $10,000 per crossing location cost estimate is on the higher end, as it would cover a very
detailed review of plans for installing a quad gate and/or other complex installation measures.
While it is unlikely that the Pleasanton Quiet Zone would require any of these more detailed
and time-intensive review and oversight measures, and the actual reimbursement cost for
UPRR staff time will very likely be below the $10,000 per crossing estimate, UPRR requires
the $10,000 per location to be included in the Reimbursement Agreement to be conservative in
their approach. UPRR will invoice the City under the reimbursement agreement, for hours
actually worked by their staff (up to the maximum $50,000 included in the agreement).

Kimley-Horn identified the need for a reimbursement agreement at the project kickoff meeting
in January. They do not believe there will be any additional reimbursement requests, but have
also identified that any measures installed will be the City's responsibility to construct and
maintain, and that UPRR will require a Construction and Maintenance Agreement prior to
construction of any measures.

The reimbursement agreement includes five crossing locations. Staff's initial review of crossing
locations identified the four public crossings; however, St. John Court is identified as a private
emergency vehicle access point in the Union Pacific crossing records (identified as Eva
Street), and UPRR requires that this private crossing be included in the quiet zone. This
additional crossing will not significantly alter the scope or anticipated cost. Staff is exploring
options at this location and expects modifications to be minimal. The recommended
modification to this location and the other four locations will be brought to the City Council in
the summer of 2026 for review and final direction on the proposed improvements.

Kimley-Horn’s proposal outlines a 21-month timeline to reach the final goal of establishing the
Quiet Zone.

Table 1.
