City Council Minutes Page 2 of 3 February 17, 2026 <br />Public Works <br />3.Authorize the City Manager to enter into a subdivision improvement agreement <br />with Robson Homes, LLC for Tract 8631 and adopt a Resolution of Summary <br />Vacation for a public service easement located at 475 Saint John Street <br />Recommendation: <br />1.Authorize the City Manager to execute the Subdivision Improvement <br />Agreement with Robson Homes, LLC. <br />2.Authorize the City Engineer to approve the final map and improvement <br />plans for Tract 8631. <br />3.Authorize the City Clerk to record the final map with the Alameda County <br />Clerk-Recorder, including the acceptance of a public service easement for <br />utility services, a public water line easement for water services, as well as <br />an easement for emergency vehicle access, all as offered for dedication to <br />the City on the final map. <br />4.Adopt Resolution No. 2026-003 of Summary Vacation for the PSE to be <br />vacated. <br />MEETING OPEN TO THE PUBLIC <br />4. The following individuals provided comment: <br />Lori Carducci, Janice Coleman-Knight, Vicki LaBarge, Bhaskar Maddi, Bhayway, <br />and Anvary Nimbargi. <br />Mayor Balch closed the public comment. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />5.Accept the FY 2025/26 Mid-Year Budget Update report including a presentation on the <br />General Fund forecast, and adopt a resolution approving FY 2025/26 budget <br />amendments <br />Recommendation: Accept the FY 2025/26 Mid-Year Budget Update report including a <br />presentation on the General Fund forecast, and adopt Resolution No. 2026-004 <br />approving FY 2025/26 budget amendments. <br />Mayor Balch opened public comment.
