TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO THE SECOND
AMENDMENT WITH VISTA UNIVERSAL, INC. FOR AN INCREASE OF $150,000
FOR STREET LIGHT MAINTENANCE FOR FISCAL YEAR 2025/2026, BRINGING
THE TOTAL CONTRACT CAPACITY FOR FISCAL YEAR 2025/2026 TO $450,000
AND THE TOTAL CUMULATIVE COMPENSATION AMOUNT TO $1,350,000

SUMMARY
In 2023, Vista Universal, Inc. was selected as the most responsive bidder through a Request
for Proposal (RFP) process for the maintenance of the City’s streetlights, pathway, and parking
lot lights. The term of the current three-year agreement is September 1, 2023, through June
30, 2026, with an option to extend for two additional one-year terms with allowable cost
adjustments based on the local Consumer Price Index (CPI).

Staff is requesting approval of a second amendment to increase the contract capacity by
$150,000 for Fiscal Year 2025/26. This additional funding addresses increased material costs
and a rise in accident-related pole knockdowns, ensuring the City’s lighting infrastructure
remains secure, functional, and compliant with applicable regulations. The amendment also
enhances the City’s ability to respond to unforeseen conditions while maintaining operational
efficiency and public safety.
