These factors
have accelerated the need for responsive maintenance and proactive repairs.

This agreement provides for the ongoing maintenance of the City’s streetlights, pathways, and
parking lot lights. Staff is currently preparing an RFP for annual streetlight pole testing and
replacement as part of the City’s Repair and Replacement Program (Fund 519), which is
anticipated to be presented to the City Council in the coming months. Staff anticipates
replacing approximately 15 to 20 poles annually as part of this program.

DISCUSSION
As a result of the aforementioned failures, staff is proposing a Second Amendment to the
agreement with Vista to increase the contract capacity by $150,000 for FY 2025/2026, bringing
the total FY 2025/2026 contract capacity to $450,000 and the total cumulative compensation
amount to $1,350,000.

Additional funding is necessary to address the following factors:

Increased Material Costs — Recent tariffs and supply chain pressures have significantly
increased the cost of copper wire, conduit, LED fixtures, pole components, and related
materials. These cost escalations have reduced the purchasing power of the existing contract
capacity. The additional funding ensures continuity of maintenance services and replacement
activities without service disruption.

Pole Knockdowns and Emergency Repairs — Accident-related incidents, weather events,
and vandalism have increased the frequency of emergency responses. Prompt restoration of
lighting infrastructure is essential to maintain roadway visibility and pedestrian safety. The
additional contract capacity allows the City to respond efficiently to unplanned incidents.

Maintaining adequate contract capacity ensures the City can continue to provide reliable
lighting services, address unforeseen conditions, and support ongoing system improvements.

EQUITY AND SUSTAINABILITY
Reliable public lighting supports equitable access to transportation corridors, pedestrian
pathways, parks, and public facilities. Well-maintained lighting infrastructure enhances safety
for residents and visitors across all neighborhoods.

To the extent that LED lighting replacements occur under this agreement, the work supports
the City’s Climate Action Plan (CAP 2.0), specifically “Materials & Consumption Strategy MC-2:
Enhance sustainable production and reduce consumption.”

OUTREACH
No public outreach was conducted as this item is a routine operational contract amendment.
Staff continues to coordinate internally and with relevant stakeholders to prioritize
infrastructure needs.

Docusign Envelope ID: CE04E2DE-0744-4E92-B2F1-7183FA34301F
