REGIONAL GROUNDWATER FACILITIES PROJECT
FEASIBILITY STUDY

27 Zone 7 Water Agency
December, 2025

Table 7. Pass/fail criteria (Water Production Capacity and Groundwater Basin Sustainability) do not
contribute numerically to the total score.
For each alternative i, and weighted criterion k, a raw score (1 to 10) is converted to Weighted Points
using the criterion’s weight expressed in point values (e.g., 15, 25). The Weighted Points were calculated
as follows:
π‘Šπ‘’π‘–π‘”β„Žπ‘‘π‘’π‘‘ π‘ƒπ‘œπ‘–π‘›π‘‘π‘ ΰ―œ,௞ ࡌ ΰ΅¬π‘…π‘Žπ‘€π‘†π‘π‘œπ‘Ÿπ‘’ΰ―œ,௞
10 ΰ΅° ࡈ π‘Šπ‘’π‘–π‘”β„Žπ‘‘%௞
The Total Project Score for alternative i is the sum of the Weighted Points across the six weighted criteria:
π‘‡π‘œπ‘‘π‘Žπ‘™ π‘ƒπ‘Ÿπ‘œπ‘—π‘’π‘π‘‘ π‘†π‘π‘œπ‘Ÿπ‘’ΰ―œ ࡌ ෍ βˆ—
ΰ¬Ί
ΰ―žΰ€ΰ¬΅
ΰ΅¬π‘…π‘Žπ‘€π‘†π‘π‘œπ‘Ÿπ‘’ΰ―œ,௞
10 ΰ΅° ࡈ π‘Šπ‘’π‘–π‘”β„Žπ‘‘%௞
Where:
ο‚· i = project alternative,
ο‚· k = evaluation criterion,
ο‚· Raw Score = value from 1 to 10 assigned to the alternative for that criterion,
ο‚· Weight% = weighting (point value) agreed upon by Zone 7 and the City for that criterion

The maximum possible total score is 100 points, equal to the sum of the six weighted criteria, which
corresponds to a theoretical perfect score of 10 for each category.
4.2. Evaluation Results
The Total Project Score provides a transparent basis for comparing the relative performance of the
alternatives. Table 8 presents the scoring results for each project alternative across the six weighted criteria.
Table 8.
