REGIONAL GROUNDWATER FACILITIES PROJECT
FEASIBILITY STUDY

31 Zone 7 Water Agency
December, 2025

evaluated separately by the City. Such improvements would be constructed separate from this
Project.
Consideration of an early Phase II groundwater resampling event at the Hansen test well,
including laboratory analysis for PFHxS and the broader PFAS analyte suite previously tested, to
confirm the presence of PFHxS and evaluate whether observed concentrations are consistent
with, higher than, or lower than previously measured values.
LSCE assumes funding for the project will be determined jointly by the City and Zone 7, with options
ranging from existing rate base revenues and/or pursuing federal or state grant and loan programs. The
cost-sharing approach for anticipated project capital and O&M costs will need to be established between
the City and Zone 7. Additionally, project cash flow requirements and financing strategy will need to be
defined by both agencies as the project advances through design and construction.
