EVALUATION OF GROUNDWATER SUPPLY ALTERNATIVES WITHIN BERNAL SUBBASIN
APRIL 2026 / FINAL / CAROLLO
CITY OF PLEASANTON 7
SECTION 3 ALTERNATIVE 2 – JOINT PROJECT
3.1 Project Overview
Alternative 2 consists of a joint project between the City and Zone 7 to develop new groundwater supply
in the Bernal Subbasin. This alternative assumes the City and Zone 7 will share costs to both construct and
operate and maintain two new groundwater wells located at Tennis Park and Hansen Park, a transmission
main connecting the new wells to the Zone 7 Hopyard Chloramination Facility, and upgrades to the
Hopyard Chloramination Facility. Zone 7 would own and operate these facilities as part of its overall water
supply system, and the City would receive its GPQ from Zone 7 via turnouts. These joint groundwater
supply improvements are described in the Regional Groundwater Facilities Feasibility Study prepared by
LSCE and Carollo in December 2025. Refer to Appendix E for details of the report.
This alternative also requires improvements to the City’s distribution system to convey flow to customers.
Since all flow including the City’s GPQ would be conveyed through turnouts, the distribution system
improvements for Alternative 2 are identical to Alternative 1.
Figure 4 shows an overview of City distribution improvements and Figure 5 shows an overview of joint
groundwater supply improvements.

Source: Background water system map presented in Groundwater Supply Alternatives Hydraulic Analysis
Results package No.1 Revised (November 2025) by Akel Engineering Group, Inc.
Figure 4 Alternative 2 – Overview of City Distribution Improvements
