EVALUATION OF GROUNDWATER SUPPLY ALTERNATIVES WITHIN BERNAL SUBBASIN
APRIL 2026 / FINAL / CAROLLO
CITY OF PLEASANTON 16
 Reliability factors include delivery during drought conditions, redundancy for short-term facility
outages (planned and unplanned), ability to mitigate impacts of emergency outages occurring at the
regional supply level, and risk of low supply pressures from Zone 7 at turnouts.
 Alternatives with a higher level of reliability are considered more favorable.
The weight of this criterion is 5 (25 percent).
5.1.2 Water Quality Reliability
This criterion considers the following:
 The alternative's ability to deliver water quality at or better than regulatory requirements.
 The alternative's flexibility in source blending (i.e. groundwater vs. surface water) and locational
delivery to aid in the City's management of water quality within the distribution season based on
seasonal changes.
 Alternatives with a higher level of reliability are considered more favorable.
The weight of this criterion is 5 (25 percent).
5.1.3 Ease of Expansion for Treatment
This criterion considers the following:
 The ease of expanding new groundwater facilities for the purposes of additional treatment if required
to meet future groundwater regulations.
 The availability of space, ease of permitting, ability to operate, and cost risk.
 Alternatives with a simpler ease of expansion are considered more favorable.
The weight of this criterion is 3 (15 percent).
5.1.4 Community and Environmental Impact
This criterion considers the following:
 Short-term impacts from construction and long-term impacts from operation of groundwater supply
and City distribution facilities.
 Community and environmental impact categories include aesthetics, air quality, hazard materials,
noise, traffic, and recreational use.
 Alternatives that minimize these impacts are considered more favorable.
The weight of this criterion is 4 (20 percent).
