EVALUATION OF GROUNDWATER SUPPLY ALTERNATIVES WITHIN BERNAL SUBBASIN
APRIL 2026 / FINAL / CAROLLO
CITY OF PLEASANTON 24
this study with an assumed City cost share percentage of 36 percent. The total estimated capital cost for
Alternative 2 is summarized in Table 10.
Table 10 Alternative 2 - Summary of Total Estimated Capital Cost
Capital Improvement Category Estimated Capital Cost ($)
City Distribution 12,290,000(1)
Groundwater Supply 15,156,000
Total 27,446,000
Notes:
(1) Value rounded to the nearest ten thousandth place.
Alternative 3 requires capital costs for the City to construct two new groundwater wells located at Hansen
Park and Tennis Park, including new chloramination and fluoridation facilities. It also includes City
distribution system improvements as described in Section 4. Refer to Appendix F for details on the cost
estimate for the new groundwater supply improvements and Appendix A for City Distribution
Improvements. The total estimated capital cost for Alternative 3 is summarized in Table 11.
Table 11 Alternative 3 - Summary of Total Estimated Capital Cost
Capital Improvement Category Estimated Capital Cost ($)(1)
City Distribution 6,960,000
Groundwater Supply 28,080,000
Total 35,040,000
Notes:
(1) Values are rounded to the nearest ten thousandth place.
5.3.3 Annual O&M Costs and GPQ Purchase Costs
Annual O&M costs were estimated for each alternative as shown in Table 12. Major categories include
staffing, power, chemicals, well rehabilitation, pump repair and/or replacement, chemical process
equipment maintenance, chemical process equipment replacement, electrical/instrumentation
maintenance. Detailed assumptions are presented in Appendix D.
Table 12 Project Alternative Annual O&M Cost Estimates
Alternative Estimated Cost ($)
1 20,894
2 1,522,738
3 1,645,842
In addition to annual O&M costs, each alternative requires a varied period of purchasing its GPQ from
Zone 7 at approximately $6 million per year. For Alternative 1, the City would purchase its GPQ from
Zone 7 indefinitely to permanently offset its loss of wells. For Alternative 2 and 3, the City would purchase
its GPQ from Zone 7 until the groundwater supply facilities are constructed and become operations, which
for the purpose of this study is assumed to be through 2029 and 2030, respectively. Annualized GPQ
purchase costs for each alternative are presented in Table 13.
