REGIONAL GROUNDWATER FACILITIES PROJECT
FEASIBILITY STUDY

11 Zone 7 Water Agency
December, 2025

Preferred pipeline alignments and potential integration with new/replacement/existing
facilities.
Test well water quality and treatment considerations for each well location.
Site-specific constraints and potential community impacts for each park setting.

Alternatives that could not meet the production objectives were eliminated (e.g., a Del Prado-only
project). A Hansen-only project was also dismissed, as it offered no clear production advantage compared
with a Tennis-only project and carries greater community impact potential due to proximity to residential
areas. Following similar screening measures, four representative alternatives were advanced for detailed
evaluation, ranging from a single-well project to a three-well configuration:
Alternative 1 – Tennis Park
Alternative 2 – Tennis and Hansen Park
Alternative 3 – Tennis and Del Prado Park
Alternative 4 – Tennis, Hansen, and Del Prado Park
3.2. Project Alternatives
Each of the four project alternatives involves construction of either one, two, or three new production
wells at the City-owned park sites evaluated in this Study. The sites were selected for their proximity to
the HCF, sufficient land area for facility development, and locations outside the known PFAS footprint.
Site visits with Zone 7 and City staff were used to identify potential permanent well locations and assess
park impacts, and define other collective project goals.
At the feasibility level, the final production well and pump station locations within Tennis Park and Hansen
Park have not yet been finalized. Final site selection will occur during the initial design phase and will be
developed in coordination with City Planning, Parks, and Recreation staff, with public outreach conducted
as appropriate. Site selection will consider factors including routine and special operations and
maintenance access such as access for portable generators, equipment removal, and crane operations,
availability and routing of PG&E electrical service, storm drain capacity for blowoff and testing discharges,
and compliance with applicable noise ordinances. The proposed siting concepts for the Tennis Park and
Hansen Park locations are illustrated in the BODR (see Appendix J). Figures included in this section are
provided for conceptual planning purposes only and are intended to illustrate the general relationship of
well facilities to each park and the HCF, not to depict final or precise facility locations within the parks.
Under all project alternatives evaluated in this Study, integration of new groundwater production capacity
will require substantial modification and expansion of the existing HCF as the existing HCF configuration
does not have sufficient operational capabilities to accommodate the proposed raw water conveyance,
flow ranges, and operational requirements associated with the new production wells. As a result,
implementation of any project alternative would involve reconfiguration of the HCF to support updated
chloramination, hydraulics, controls, and operational flexibility consistent with project objectives.
3.2.1. Alternative 1 – Tennis Park Well
Tennis Park is located at the corner of Valley Avenue and Hopyard Road and is the closest of the candidate
