TheContractorwillhaveĮretoolsavailableonͲsiteduringoperaƟonsforĮreĮghƟngpurposesper <br />PRC4428: <br />a. Noperson,exceptanymemberofanemergencycrew,orexceptthedriverorownerof <br />anyservicevehicleownedoroperatedbyorfor,oroperatedundercontractwith,a <br />publiclyorprivatelyowneduƟlity,whichisusedintheconstrucƟon,operaƟon,removal, <br />orrepairofthepropertyorfaciliƟesofsuchuƟlitywhenengagedinemergency <br />operaƟons,shalluseoroperateanyvehicle,machine,toolorequipmentpoweredbyan <br />internalcombusƟonengineoperatedonhydrocarbonfuels,inanyindustrialoperaƟon <br />locatedonornearanyforest,shrubland,orgrassͲcoveredlandbetweenApril1and <br />December1ofanyyear,oratanyotherƟmewhengroundliƩerandvegetaƟonwill <br />sustaincombusƟonpermiƫngthespreadofĮre,withoutprovidingandmaintaining,for  <br />ĮreĮghƟngpurposesonly,suitableandserviceabletoolsintheamounts,manner,and <br />locaƟonprescribedinthissecƟon. <br />b. OnanysuchoperaƟon,asealedboxoftoolsshallbelocatedwithintheoperaƟngarea,at <br />apointaccessibleintheeventofĮre.ThisĮretoolboxshallcontain:onebackpackpumpͲ <br />typeĮreexƟnguisherĮlledwithwater,twoaxes,twoMcLeodĮretools,andenough <br />shovelssothateachemployeeattheoperaƟoncanbeequippedtoĮghtĮre. <br />c. Oneormoreserviceablechainsawsof3.5ormorehorsepowerwithacuƫngbar20 <br />inchesinlengthorlongershallbeimmediatelyavailablewithintheoperaƟngarea,or <br />alternaƟvely,afullsetofƟmberͲfellingtoolsshallbelocatedintheĮretoolbox,including <br />onecrosscutfallingsaw6feetinlength(chainsawacceptable),onedoubleͲbitaxewitha <br />36Ͳinchhandle(singlebitaxeacceptable),onesledgehammerormaulwithaheadweight <br />of6ormorepoundsandhandlelengthof32inchesormore,andnotlessthantwofalling <br />wedges. <br />d. Eachpassengervehicle(includingsideͲbyͲsides,UTVs,etc.)usedonsuchoperaƟonshall <br />beequippedwithoneshovelandoneaxe,andanyothervehicleusedontheoperaƟon <br />shallbeequippedwithoneshovel.EachtractorusedinsuchoperaƟonshallbeequipped <br />withoneshovel. <br />i. AsusedinthissecƟon: <br />1. “Vehicle”meansadevicebywhichanypersonorpropertymaybe <br />propelled,moved,ordrawnoveranylandsurface,excepƟngadevice <br />movedbyhumanpowerorusedexclusivelyuponstaƟonaryrailsor <br />tracks. <br />2. “Passengervehicle”meansavehiclethatisselfͲpropelled,andwhichis <br />designedforcarryingnotmorethan10personsincludingthedriver,and <br />whichisusedormaintainedforthetransportaƟonofpersonsbutdoes <br />notincludeanymotortruckortrucktractor. <br />3. TheContractorshallprovideandberesponsiblefor operaƟngandmaintainingthefollowingfor  <br />iniƟaligniƟonaƩackandĮresuppression: <br />a. Afull500Ͳgallonwaterbuīalotrailerwithawaterpumpandminimum50ͲfootĮrehose, <br />bothaƩachedtothetrailer,tobewithinreasonableproximitytooperaƟonsatallƟmes. <br />i. Themobilemotorizedpumpshallbecapableofreachinganddispensinga <br />minimumof250gallonsofwatertoallareasofacƟveequipmentoperaƟons <br />within5minutesofĮreigniƟon. <br />ii.
