SaturatedsoilisdeĮnedassoiland/orsurfacematerialporespacesthatareĮlledwithwaterto <br />suchanextentthatrunoīislikelytooccur.IndicatorsofsaturatedsoilcondiƟonsmayincludebut <br />arenotlimitedto: <br />a. Areasofpondedwater; <br />b. PumpingofĮnesfromthesoilorroadsurfacingmaterialduringoperaƟons; <br />c. LossofbearingstrengthresulƟnginthedeŇecƟonofsoilorroadsurfacesunderaload, <br />suchasthecreaƟonofwheelruts; <br />d. Spinningorchurningofwheelsortracksthatproducesawetslurry;or <br />e. InadequatetracƟonwithoutbladingwetsoilorsurfacingmaterials. <br />2. InaddiƟon,operaƟonsonappurtenantroadsorstagingareasmayonlyoccurfromastable <br />operaƟngsurface,asdeĮnedbelow: <br />a. Asurfacethatcansupportvehiculartraĸcandthatrouteswateroītheroadsurfaceor <br />intodrainagefaciliƟeswithoutconcentraƟngŇowinruts(Ɵretracks),pumpingofthe <br />roadbed,orpondingŇowindepressions.AstableoperaƟngsurfaceshallincludepaved <br />roads,structurallysoundroadbase,unsaturatedhardpackedseasonalroads,andallmust <br />beappropriateforintendeduse. <br />Watercourse ProtecƟons <br />1. ClassI,II,andIIIwatercourseswillbeprotectedbyayearͲroundequipmentexclusionzoneas <br />designatedandŇaggedbyaqualiĮedbiologistdependentonslope,access,andtreatment <br />prioriƟes. <br />2. HeavyequipmentusedinprojectoperaƟonsshallnotbeservicedorfueledwithin65feetofa <br />watercourseorinanylocaƟonswhereservicingwillallowgrease,oil,orfueltopassintolakesor <br />watercourses.Contractorshallmaintainaspillresponsekitwithinreasonableproximityto <br />equipmentoperaƟons. <br />3. Equipmentshallbecheckedeachdayforanysignsofleaks,andifanyarediscovered,theyshall <br />berepairedimmediately. <br />4. OperaƟonsshallnotplace,discharge,disposeof,ordepositinsuchamannerastopermittopass <br />intowatersofthestateanysubstancesormaterials,includingbutnotlimitedtosoil,silt,bark, <br />slash,sawdust,orpetroleuminquanƟƟeswhichmaycauseharmtoĮsh,wildlife,beneĮcial <br />funcƟonsofriparianzones,orthequalityandbeneĮcialusesofwater. <br />5. Allstagingareasandfuelingormaintenanceofvehiclesandequipmentshalloccuroutsideof <br />sensiƟvehabitatareasandatleast65feetfromanywaterbody,drainages(includingstorm <br />drains),orriparianhabitat. <br />a. Nopetroleumproducts,chemicals,silt,Įnesoil,oranysubstanceormaterialdeleterious <br />tosensiƟvespeciesshallbeallowedtopassintoorbeplacedwhereitcouldenterastream <br />channel. <br />b. Anyspillsofhazardousmaterialsshallbecleanedupand/orremovedimmediately.Any <br />suchspillsshallbereportedtotheCityofPleasanton,oritssuperviseddesignee. <br />c. Majorvehiclemaintenance,repairs,andwashingshallbedoneoīͲ site. <br />d.
