Sequoia Ecological Consulting, Inc.
CalVTP Project-Specific Analysis and Addendum
Augustin Bernal Community Park Fuel Reduction
November 2025
A-20

STANDARD PROJECT REQUIREMENTS APPLICABLE?
(Y/N) TIMING IMPLEMENTING
ENTITY
VERIFYING/
MONITORING
ENTITY
seed trees, light availability, and changes in stream shading may
inform the tree size retention requirements
• Removed trees would be felled away from adjacent streams or
waterbodies and piled outside of the riparian vegetation zone (unless
there is an ecological reason to do otherwise that is approved by
applicable regulatory agencies, such as adding large woody material to a
stream to enhance fish habitat [e.g., see NMFS et al. 2018])
• Vegetation removal that could reduce stream shading and increase
stream temperatures would be avoided
• Ground disturbance within riparian habitats would be limited to the
minimum necessary to implement effective treatments
o This would consist of the minimum disturbance area necessary
to reduce hazardous fuels and return the riparian community
to a natural fire regime (i.e., Condition Class 1) considering
historic fire return intervals, climate change, and land use
constraints
• Only hand application of herbicides approved for use in aquatic
environments would be allowed and only during low-flow periods or
when seasonal streams are dry
• The project proponent would notify CDFW when required by California
Fish and Game Code Section 1602 prior to implementing any treatment
activities in riparian habitats
o Notification would identify the treatment activities, map the
vegetation to be removed, identify the impact avoidance
identification methods to be used (e.g., flagging), and
appropriate protections for the retention of shaded riverine
habitat, including buffers and other applicable measures to
prevent erosion into the waterway
• In consideration of spatial variability of riparian vegetation types and
condition and consistent with California Forest Practice Rules Section
916.9(v) (February 2019 version; CAL FIRE 2019), a different set of
vegetation retention standards and protection measures from those
