Sequoia Ecological Consulting, Inc.
CalVTP Project-Specific Analysis and Addendum
Augustin Bernal Community Park Fuel Reduction
November 2025
4-5

trails, in the form of single-track trails and unpaved roads, are also present within and adjacent to the
treatment areas. The aesthetic impacts would be temporary and short-term, and the natural
characteristics of the treatment areas would remain following treatment. SPRs applicable to the proposed
treatments are SPRs AD-4, AES-1, AES-2, AES-3, and REC-1, which require public notification of any
prescribed burning and that treatment-related equipment be stored outside of the public viewshed,
treatment area edges are feathered to create a natural transitional appearance, vegetation screening is
provided within and adjacent to treatment areas, and recreational users be notified of any temporary
recreation area closures. The potential for the Project to result in long-term substantial degradation of the
visual character of the project area is within the scope of the PEIR because the proposed treatment
activities are consistent with those analyzed in the PEIR.
The inclusion of land that is outside the CalVTP treatable landscape in the proposed treatment area
constitutes a change to the geographic extent presented in the PEIR. However, within the boundary of the
project area, the existing scenic resources are essentially the same within and outside of the treatable
landscape; therefore, the short-term aesthetic impact would also be the same, as described above. The
impact of the proposed project is consistent with the PEIR and would not constitute a substantially more
severe significant impact than what was covered in the PEIR.
4.1.1.3. Impact AES-3
This impact does not apply to the proposed project because no non-shaded fuel breaks are proposed.
4.1.1.4. New Aesthetic and Visual Resource Impacts
The proposed treatments are consistent with the treatment types and activities covered in the CalVTP
PEIR. The project proponent has considered the site-specific characteristics of the proposed treatments
and determined they are consistent with the applicable environmental and regulatory conditions
presented in the CalVTP PEIR (per Sections 3.2.1, Environmental Setting, and 3.2.2, Regulatory Setting, in
Volume II of the Final PEIR). The project proponent has also determined that the inclusion of land in the
proposed treatment area that is outside the CalVTP treatable landscape (92.5 acres of a total of 162 acres
or approximately 57 percent of the total project treatment area) constitutes a change to the geographic
extent presented in the PEIR. However, within the boundary of the project area, the existing environmental
conditions pertinent to aesthetics and visual resources that are present in the areas outside the treatable
landscape are essentially the same as those within the treatable landscape; therefore, the impacts would
be the same, and, for the reasons described above, impacts of the proposed treatment project are
consistent with those covered in the PEIR. No changed circumstances are present, and the inclusion of
areas outside of the CalVTP treatable landscape would not give rise to any new significant impact.
Therefore, no new impact related to aesthetics and visual resources would occur.
