Item #11
CITY COUNCIL AGENDA REPORT

April 21, 2026
Public Works - Engineering Division

TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A SUBDIVISION
IMPROVEMENT AGREEMENT WITH KL LB PROPCO IV-C LLC FOR TRACT
8724 AND ADOPT A RESOLUTION OF SUMMARY VACATION FOR EXCESS
PUBLIC RIGHT OF WAY LOCATED ON THE EAST SIDE OF THIESSEN STREET

SUMMARY
TH Vineyard LLC (Trumark Homes), acting as the representative for property owner KL LB
PROPCO IV-C LLC, processed a development application for 27 single-family homes, a
private park with public access, and an open space parcel on an undeveloped former
Pleasanton Unified School District (District) site located on Vineyard Avenue between
Thiessen Street and Manoir Lane. The 10.3-acre property was originally intended for an
elementary school and was later declared surplus by the District and sold.

The proposed development includes detached single-family homes on spacious lots. The
internal roads will be privately maintained by a homeowner’s association (HOA), along with a
private park that abuts Old Vineyard Avenue and a public trail. The open space parcel that
abuts Vineyard Avenue will be planted as a vineyard and maintained by the HOA. The storm
drain system will be privately maintained, while the public water and sanitary sewer networks
will be maintained by the City.

The property owner has requested that the City vacate a narrow portion of public right-of-way
located on the east side of Thiessen Street, where a school drop-off zone was originally
planned. This right-of-way was granted to the City when Thiessen Street was improved and is
no longer needed. The surplus right-of-way will be merged with the rear yards of the adjacent
homes.

Staff reviewed the Subdivision Improvement Agreement (Attachment 1), Final Map
(Attachment 2), Resolution of Summary Vacation for Right of Way (Attachment 4), and
Subdivision Improvement Plans (Attachment 5), and determined the documents are in
substantial conformance with the entitlement approval. Staff therefore recommends approval
of these documents. See Attachment 3 for the vicinity map.

RECOMMENDATION
1. Authorize the City Manager to execute the Subdivision Improvement Agreement with KL
LB PROPCO IV-C LLC (Attachment 1).
2. Authorize the City Engineer to approve the Final Map Tract 8724 (Attachment 2).
3. Approve the Resolution of Summary Vacation for Right of Way (Attachment 4) to be
vacated.
4. Authorize the City Engineer to approve the Subdivision Improvement Plans for Tract
8724 (Attachment 5).
