PAGE of
Chlorine Residual Maintenance:Procedures for monitoring and maintaining target chlorine
residuals, adjusting operational setpoints, and responding to low-residual conditions to minimize
DBP formation while maintaining regulatory compliance.
Carollo will present draft SOP content during bi-weekly coordination meetings with City staff. One round of
City review and comment will be incorporated into the final SOPs.
Task 2 Deliverables
Draft SOP documents
Final SOP documents incorporating City comments
Task 3 Feasibility of Road, DBP Control, and Power Improvements (CAP/OER Action Items LT-1
and LT-2)
Carollo will evaluate the feasibility of providing permanent accessroad improvements to Tank
; improving DBP control measures and/or converting to chloramination and providing nitrification
control measures; and improving/extending power to all three tank sites as required. The feasibility
assessment will be conducted in coordination with the City and relevant stakeholders, as appropriate, and
will address planning-level considerations necessary to inform future design and implementation.
The evaluation will include development of preliminary access road alignment concepts, an initial biological
constraints assessment, and an assessment of options for extending electrical power to the site. For DBP
controls the evaluation will consider continuous mixing, analyzers, and automated control systems. For
conversion to chloramination, the evaluation will consider RCS technology (on-site generation vs. bulk
chemicals), chemical delivery constraints, and nitrification control measures.
Planning-level capital cost estimates will be prepared for recommended alternatives. The assessment will
identify any fatal flaws that could preclude implementation, as well as key biological and environmental
factors that may affect construction scheduling and permitting requirements. Potential mitigation measures
to address identified constraints will also be summarized.
This task also includes a site visit that will include the road, power, and biological teams.
Task 3 Deliverables
Draft Feasibility Assessment Technical Memorandum
Final Feasibility Assessment Technical Memorandum incorporating City comments
Task 4 Hydraulic Modifications Evaluation (CAP/OER Action Items ST-1D and ST-2B)
Carollo will coordinate with the City’s water system hydraulic modeling consultant to evaluate water age
under alternative operations and identify strategies that support more frequent cycling and lower residence
times. Carollo will also coordinate with the City’s water system hydraulic modeling consultant to evaluate
increasing
from to the Kilkare pressure zones. The evaluation will consider
multiple operational scenarios, including alternative source routing and system operations strategies, to
assess feasibility and potential impacts on system performance. Planning level cost estimates will be
provided for any strategies requiring new or modification to existing infrastructure.
Carollo will summarize preliminary findings during bi-weekly coordination meetings with City staff. A
technical memorandum documenting the evaluation methodology, assumptions, scenarios analyzed, and
key findings will be prepared for City review. Summary conclusions and recommendations from this
