Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Mayor Balch <br />Noes: Councilmembers Nibert, Testa <br />Absent: None <br />Mayor Balch called a recess at 9:10 p.m. and reconvened at 9:17 p.m. <br />15.Adopt resolutions establishing a policy and procedures for Early Project Review <br />applications for projects requiring legislative review, and amending the Master Fee <br />Schedule to adopt a fee for such applications <br />Recommendation: Adopt Resolution No. 2026-013 establishing a policy and procedures <br />for Early Project Review and Resolution No. 2026-014 amending the Master Fee <br />Schedule, and direct staff to implement the Early Project Review program consistent <br />with the adopted policy. <br />Presentation by Ellen Clark, Community and Economic Development Director. <br />Mayor Balch opened public comment.
