In accordance with the Altamont
Settlement Agreement, concurrence by the Northern California Recycling Association (NCRA),
the Cities of Pleasanton and Livermore, and the Alameda County Board of Supervisors is
necessary to fund any proposed allocation from the Education Account. The Expenditure Plan
outlines the Board’s proposed funding allocations for recycling and education program grants.
The EAB is requesting that the Pleasanton City Council approve the Expenditure Plan for the
upcoming fiscal year (2026/2027).

RECOMMENDATION
Adopt a resolution approving the Altamont Settlement Agreement Education Advisory Board’s
$617,625 Expenditure Plan for Fiscal Year 2026/2027.

BACKGROUND
As part of the settlement of litigation over the expansion of the Altamont Landfill, the parties to
the litigation agreement (Alameda County, Waste Management of Alameda County, the Cities
of Livermore and Pleasanton, and various environmental groups) agreed that the County
would impose a surcharge on incoming waste at the Altamont Landfill and Resource Recovery
Facility and Vasco Road Landfill. Each January, the fee is reviewed in relation to the
Consumer Price Index (CPI) for the most recent 12-month period and may be increased as
appropriate. A portion of the fee funds an Education Account, equal to $0.47 per ton from the
Altamont Landfill and $0.46 per ton from the Vasco Road Landfill, generating approximately
$600,000 annually.

The Altamont Settlement Agreement Education Advisory Board (EAB) meets approximately
monthly. The EAB consists of five voting members, including two members from the Northern
California Recycling Association (NCRA), one member from the City of Pleasanton, one
member from the City of Livermore, and one member from the Alameda County Recycling
Board. The Pleasanton representative Board seat is currently vacant, and a board member is
being sought.

The EAB can propose allocating funds from the Education Account to support diversion
education programs, job training in waste diversion and recycling, and to mitigate the impacts
of the Altamont Landfill on the affected neighboring community.
