In accordance with the Altamont Settlement Agreement,
concurrence by the NCRA, the Cities of Pleasanton and Livermore, and Alameda County is
necessary to fund any proposed allocation from the Education Account.

On December 16, 2025, the EAB unanimously approved the proposed 2026/2027 Expenditure
Plan (see Exhibit A of Attachment 1). The Expenditure Plan outlines a process for funding
mini-grants, annual competitive grants, multi-year grants, Alameda Landowners Against
Mismanagement (ALARM) mitigation grants, and Board-initiated projects, setting funding goals
for each grant category. For Fiscal Year 2026/2027, the EAB is proposing the following
schedule for disbursement of funds, totaling $617,625:

• $300,000 in project grants
• $150,000 in mini-grants
• $70,000 in multi-year grants
• $50,000 in EAB Board-initiated projects
• $12,625 for financial management and administrative support (City of Livermore)
• $30,000 for staff support
• $5,000 for EAB communications, website
• $0 for landfill mitigation projects (ALARM – fund has reached the maximum amount of
$100,000)

Additional grants may be awarded from unexpended funds allocated for previous fiscal years
held in stewardship by the City of Livermore. The current unexpended fund balance is
approximately $25,000.

Each year, the EAB provides an Annual Report to the authorizing entities detailing the
programs funded the previous year and the success rates for each program. The 2025 Annual
Report is available in Attachment 2. Pleasanton has encouraged the EAB to expand outreach
and education about this grant program, to increase community knowledge and opportunities
for distributing grant funds within the County. City staff involved in efforts related to waste
reduction and recycling have been made aware of the EAB grant program so they may review
opportunities and potentially seek grant funds for City-related efforts in the future, as well as
share information on the availability of the grant program to interested community groups,
nonprofits, educational institutions, and other parties within the city that may benefit from this
available funding. The annual grant application period typically runs from January to March.
Information on the EAB and its grant program is available at http://www.altamonteab.org/.

EQUITY AND SUSTAINABILITY
This item aligns with the City's equity and sustainability goals by supporting environmentally
beneficial efforts throughout the county to improve waste diversion and recycling, with a
substantial portion of the funds allocated to school districts and non-profits in disadvantaged
communities throughout Alameda County.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.
