These new agreements will replace the existing
agreement between Alameda CTC and the City of Pleasanton and serve as the contracts for
the distribution and receipt of Measure B and Measure BB transportation sales tax and Vehicle
Registration Fee (VRF) revenues.

RECOMMENDATION
Adopt a resolution approving the 10-year Alameda CTC Master Programs Funding Agreement
for Measure BB and VRF, and the 1-year Master Programs Funding Agreement for Measure
B, and authorize the City Manager to execute the agreements.

BACKGROUND
Alameda CTC is responsible for the distribution of revenues generated through the Measure B,
Measure BB, and the Vehicle Registration Fee (VRF) Programs. Over half of these revenues
are distributed by formula directly to twenty local jurisdictions to support locally managed
transportation, bicycle and pedestrian, transit, and paratransit programs.

In order to receive Measure BB/VRF “Direct Local Distribution” (DLD) funds, all recipients are
required to maintain a Master Programs Funding Agreement (MPFA) with the Alameda CTC.

The City of Pleasanton approved the current MPFA in 2016, and the ten-year agreement
expires on June 30, 2026. To ensure consistent implementation across all DLD funds and to
continue uninterrupted distribution of Measure BB and VRF funds to recipients, Alameda CTC
has provided two MPFA’s. There is a 10-year MPFA for Measure BB and VRF and a 1-year
MPFA for Measure B to allow for the final expenditure of the existing balance of
$238,720. (This remaining amount was identified in the City's Audited Financial Statement for
Fiscal Year Ending June 30, 2025).

DISCUSSION
New Master Programs Funding Agreements have been developed for adoption by all local
jurisdictions, the County, and transit operators that are current recipients of Measure B,
Measure BB, and VRF Programmatic Pass-through funds.

These agreements are nearly identical to the 2016 MPFA, with the main exception of removing
Page 56 of 846
