Measure B from the 10-year agreement and including it as a separate 1-year agreement to
ensure all Measure B funds are expended prior to July 1, 2027.

The only other significant change is the integration of performance measures in the annual
reporting. This effort aims to improve efficiency in the recipient agencies’ reporting
requirements under the agreements and in Alameda CTC’s oversight of expenditure of funds.

EQUITY AND SUSTAINABILITY
These two Master Programs Funding Agreements (Measure B and Measure BB/VRF) support
equity and sustainability outcomes by requiring documented, reportable investments in active
transportation, safety, and state-of-good-repair; tracking investments in equity communities;
and ensuring transparent, public-facing communications and oversight of how funds are used.

OUTREACH
No public outreach was conducted specifically for this administrative item. However, both
agreements include clear public information and engagement requirements, including:
• Participation in a Public Awareness Program in partnership with Alameda CTC
and/or its community advisory committees, to ensure the public can identify which
projects/programs are funded by these transportation tax and fee revenues.
• Project/vehicle signage (where practical) noting Measure B / Measure BB / VRF
funding, improving transparency and public trust.
• Website posting requirements to provide current information on how the City is using
the funds.
• Responsiveness to oversight bodies and inquiries, including making staff available
to report/answer questions before the Commission, Independent Watchdog Committee,
and/or community advisory committees as applicable.
• Annual compliance reporting and performance reporting processes that also function
as a formal accountability and communications channel.

STRATEGIC PLAN ALIGNMENT
Approval of the Measure B and Measure BB/VRF Master Programs Funding Agreements
supports implementation of the City’s ONE Pleasanton Strategic Plan by enabling continued
investment in street maintenance, multimodal safety and connectivity, and accessible mobility
programs while requiring strong fiscal controls and public transparency. The agreements
require annual independently-audited financial statements, annual compliance/performance
reporting, website updates, and participation in Alameda CTC’s public awareness efforts. The
agreements also embed equity and sustainability accountability through required reporting on
investments in defined equity communities, performance reporting on safety investments on
priority networks, and (for Measure BB Local Streets and Roads funds) a required minimum 15
percent annual investment benefiting bicyclists and pedestrians.

FISCAL IMPACT
There is no immediate fiscal impact as part of this action; however, execution of the Master
Programs Funding Agreement prior to July 1, 2026, will allow an uninterrupted flow of
transportation funds to the City from Measure BB and VRF revenues and continued
expenditure of Measure B, Measure BB, and VRF funds.
