Applications are due on May 26, 2026.
TJKM Transportation Consultants, who assisted the City in developing the Pleasanton
Transportation Safety Plan (PTSAP), which is separately recommended for adoption at this
May 19, 2026 City Council Meeting, also aided staff in developing the SS4A Implementation
Grant application. TJKM has had recent successful experience securing SS4A Grants for
communities like Pleasanton. Staff recommends submitting an implementation grant
application requesting the maximum grant amount of $25,000,000 ($25 Million) for the Santa
Rita Road Safety Project.

RECOMMENDATION
Authorize submittal of a Federal Grant Application to the United States Department of
Transportation for the Safe Streets and Roads for All - Implementation Grant for the amount of
$25,000,000.

BACKGROUND
The Federal Infrastructure Investment and Jobs Act was passed in November 2021,
establishing the new Safe Streets and Roads for All (SS4A) discretionary program and tasking
the United States Department of Transportation (US DOT) with distributing $5 billion over five
years. The SS4A Grant supports elements of the US
DOT’s Safe System Approach, with objectives that aim to produce safer people, safer roads,
safer vehicles, safer speeds, and post-crash care.

The City was awarded an SS4A Planning Grant in late 2023 to develop the Pleasanton
Transportation Safety Action Plan (PTSAP).
