A $525,000 grant was awarded to
the City to complete the overcrossing design. A request for proposals was issued on March 4,
2026, and closed on April 15, 2026. The City received three proposals, with Wood Rodgers
Inc. ranked as the top consultant firm based on the proposal review criteria. They are identified
as a local business by the Alameda CTC, with an office in Pleasanton, and have proposed a
12-month project timeline and a not-to-exceed amount of $402,450. (See Attachment 2)

Wood Rodgers’s references have been checked, and the agency is in good standing, having
completed similar projects in Oakland, West Sacramento, and Elk Grove.

Schedule
The proposal outlines a 12-month timeline to complete the final plan set and obtain Caltrans
encroachment permit approval.

May 2026 to July 2026 Preliminary design
Aug 2026 to Nov 2026 65 percent design
Jan 2027 to Feb 2027 95 percent design
Nov 2026 to Apr 2027 Design Engineering Evaluation Report (DEER)/Caltrans Permit
May 2027 Project complete and ready to advertise for construction bids

EQUITY AND SUSTAINABILITY
The I-580 Overcrossing Pedestrian and Bicycle Improvements project will benefit both
Pleasanton's residents and businesses by improving access between the City of Pleasanton
and the City of Dublin, providing equitable access for users of the roadway network. Improved
pedestrian and bicycle infrastructure will reduce noise pollution and enable more active
transportation, fostering a more sustainable quality of life.

OUTREACH
The Bicycle, Pedestrian, and Trails Committee (BPTC) reviewed this project and supports
advancing it as a top three priority. The City of Dublin, Caltrans, and the Livermore / Amador
Valley Transit Authority (LAVTA), will have the opportunity to provide input on the project
design. 65 percent plans will be shared with the BPTC for review and comment.

STRATEGIC PLAN ALIGNMENT
This project advances Goal C: Investing in Our Environment by finalizing the design of the
capital improvement project and enabling improved mobility through alternative transportation,
a priority item of the Climate Action Plan. This project also advances Goal E: Building a
Community Where Everyone Belongs by providing improved access, mobility, and safety for all
road users.
