These improvements include continuous
bikeways, sidewalk widening, new crosswalk locations, and high-visibility crosswalks, including
rectangular rapid flashing beacons and new signalized crossings. The agreement will be for an
amount not to exceed $482,940, including a 20 percent contingency to account for the
uncertainty associated with the Caltrans review process.

RECOMMENDATION
Approve and authorize the City Manager to execute the Design Professional Services
Agreement (Attachment 1) with Wood Rogers, Inc., in the amount of $482,940, which includes
a 20 percent contingency.

BACKGROUND
The I-580 Overcrossing Pedestrian and Bicycle Improvements project is ranked third in the
Pedestrian and Bicycle Master Plan's priorities and was created in 2022 to address the Bicycle
Friendly Community silver status application (and its subsequent denial). The denial of silver
status was due in part to the lack of convenient pedestrian and bicycle connections over I-580.

The project is within Caltrans's right-of-way, and although the roadway portion of the
overcrossings (asphalt, signs, traffic signals, pavement striping, sidewalk, and lighting) is
maintained by the City, any modifications to the design must be reviewed and approved by
Caltrans. In 2023, Caltrans announced that it was reviewing and updating its design policies
for pedestrian and bicycle infrastructure to allow more recent design standards to be approved
without going through Caltrans design exception documentation. In hopes of a faster and less
expensive Caltrans review process, staff elected to pause the project until the design
standards were finalized.

In 2024, Caltrans completed the design standard update; however, the changes excluded
freeway overcrossings. This exclusion eliminated the option of a streamlined, low-cost Caltrans
approval process for the project.

The conceptual designs are shown in Attachment 3 and include relocated pedestrian and
bicyclist crossing locations, rectangular rapid flashing beacons and/or pedestrian hybrid
beacons at each crossing, high-visibility pavement markings, and protected bike lanes.
