The PTSAP is a comprehensive
transportation safety action plan that identifies and prioritizes the implementation of roadway
safety improvements. Developing a comprehensive transportation safety action plan and
defining projects based on high-injury networks is considered a best practice for safety, and is
required for many federal, state, and regional funding programs. The PTSAP ensures that the
City will be eligible to compete for these funding programs.

RECOMMENDATION
Adopt a resolution adopting the Pleasanton Transportation Safety Action Plan.

BACKGROUND
The FHWA awarded a $240,000 SS4A grant to the City to develop the Pleasanton
Transportation Safety Action Plan (PTSAP). In October 2024, the City Council authorized a
cost-sharing agreement with the FHWA that outlined the expenditure of the $240,000 grant,
which required a $60,000 local match (20 percent of the total project cost). On July 15, 2025,
the City entered into an agreement with TJKM Transportation Consultants to develop the
PTSAP.

Developing the PTSAP was a multistep process that consisted of the collection of data,
analysis of collision trends, identification of the High Injury Network (HIN) and Focused High
Injury Networks (FN), determination of available safety countermeasures, creation of focused
improvements, outreach to stakeholders and community, and development of the final plan.

DISCUSSION
The Transportation Safety Action Plan is a strategic, data-driven initiative to reduce roadway
fatalities and severe injuries, providing a work plan for transportation safety improvements at
the highest-priority locations in Pleasanton.

The PTSAP establishes a clear framework for advancing traffic safety by prioritizing the
elimination of fatalities and serious injuries, improving conditions for vulnerable roadway users,
and directing investments to high-risk corridors and intersections identified through the High
Injury Network. The plan also emphasizes data-driven, context-sensitive improvements that
support a safe, connected multimodal transportation system while leveraging funding
opportunities and agency partnerships to implement high-priority safety projects.
