To develop this plan, the TJKM consultant team, along with City staff, conducted a
comprehensive review of all injury conditions for the five-year period from 2020 to 2024 -
during this period there were 809 injury collisions in Pleasanton involving vehicles, bicycles
and/or pedestrians across the roadway network.

High Injury Networks
The attached Pleasanton Transportation Safety Action Plan provides extensive detail on the
creation of the high injury network, and its findings are summarized in this section of the staff
report.

Of the 809 injury collisions, 667 occurred at intersections, and 142 occurred along a roadway
segment. The 809 injury collisions occurred on approximately 214 centerline miles of roadway.
A further subset of that data, shown below, breaks it down by collision severity, with a focus on
eliminating fatal and severe injury (KSI) collisions. The other categories include visible injury
and complaint of pain. Below is the breakdown of the injury collision types (2020-2024):
• Fatal - 7 (1 percent)
• Severe Injuries - 60 (7 percent)
• Visible Injuries - 327 (40 percent)
• Complaint of Pain - 415 (51 percent)

Using this data, a High Injury Network (HIN) was developed to graphically depict where
accidents concentrate in the City’s transportation network (see Figure 1). Of note, of the 809
injury collisions, 563 of them occurred on only ten roadways, primarily arterials. These ten
roadways make up just 14 percent of the City's roadways but account for 70 percent of the
collisions in Pleasanton.

Figure 1: High Injury Network
