This report summarizes and requests City
Council approval of the Annual Action Plan for FY 2026-2027 that must be submitted to the
U.S. Department of Housing and Urban Development (HUD) in order for the City to receive its
FY 2026-2027 allocation of CDBG funds. As a separate agenda item at this May 19, 2026,
meeting, the allocation of the FY 2026 federal CDBG funds are presented as part of the
allocation of Housing and Human Services Grant (HHSG) funding to local non-profit agencies;
the recommended program allocations are reflected in the draft Action Plan.

RECOMMENDATION
Adopt a Resolution Approving the Annual Action Plan (FY 2026-2027) for the use of federal
Community Development Block Grant (CDBG) funds.

BACKGROUND
The City receives an annual allocation of federal Community Development Block Grant
(CDBG) funds, generally to support housing-related programs and activities for eligible lower-
income residents. To receive its annual CDBG allocation, the City must submit an “Annual
Action Plan” to HUD. The Annual Action Plan includes a list of projects and activities to be
funded with CDBG funds, as well as an annual assessment of the City’s progress toward
meeting its housing and community development goals. Every five years, the City must also
submit a 5-Year Consolidated Plan (Consolidated Plan), which must include a statement of its
local goals and objectives related to housing and community development. A new 5-Year
Consolidated Plan for fiscal years 2025 through 2029 (FY 2025-2029 Consolidated Plan) was
completed last year. As a separate but related action, the City Council will review and consider
approval of the CDBG-funded projects and activities reflected in the action plan, as part of the
annual Housing and Human Services Grant (HHSG) process.

As a member of the Alameda County HOME Consortium (Consortium), Pleasanton is eligible
to receive an annual allocation of federal HOME Investment Partnership Program (HOME)
funds for affordable housing activities, in addition to its CDBG allocation. The Consortium
coordinates the submittal of a composite Consolidated Plan and Annual Action Plan to HUD;
however, each City member of the Consortium is required to submit its own section of the
Consolidated Plan and the Annual Action Plan. The draft Annual Action Plan for FY 2026 for
the City of Pleasanton is included as Attachment 1 to this report.

DISCUSSION
Page 211 of 908
