The draft Annual Action Plan (Attachment 1) is similar in format and content to the plans
submitted in previous years. Among the content of of the Action Plan are goals, policies, and
programs from the City’s most recent Housing Element and the Eastern Alameda County
Human Needs Assessment (EACHSNA). The resulting document is a reasonable expression
of the City’s goals and objectives for human services, housing, and community development,
particularly as they relate to the needs of the City’s lower-income population and the use of the
relatively small allocation of federal grant funds received for housing and community
development activities.

HUD regulations impose the following limits on the use of CDBG funds: 1) At least 70 percent
of all funds must be spent on activities that benefit low-income persons; 2) No more than 15
percent of the CDBG funds can be used for public service activities; and 3) No more than 20
percent of the CDBG funds can be used for administrative activities. The proposed Annual
Action Plan complies with these requirements.

Staff recommends that the City Council provide comments on the attached Draft FY 2026-
2027 Annual Action Plan, which is currently available for a 30-day public comment period (April
20, 2026 through May 19, 2026), as necessary, listen to any public testimony regarding the
plans; and approve the document for submission to HUD by the June 3, 2026 deadline.

EQUITY AND SUSTAINABILITY
The HHSG program, and corresponding programs reflected in the Action Plan addresses grant
funding for nonprofit agencies to support direct programs and services for low-income
Pleasanton residents, including those who are unhoused or at risk of becoming unhoused, and
those with special needs. Providing these grant funds helps the most vulnerable populations
remain part of the Pleasanton community and provides them with support and assistance.

OUTREACH
A Notice of Public Hearing for the May 19, 2026 City Council meeting to review and approve
the Draft HUD Annual Action Plan for FY 2026-2027 was published in the locally circulated
newspaper The Valley Times on April 22, 2026. The Draft Action Plan is available for review
and public comments for a 30-day period from April 20, 2026 through May 19, 2026. The City
is soliciting public comments from City subrecipients, other agencies and those on the City’s
CDBG distribution list.

STRATEGIC PLAN ALIGNMENT
This action advances the following Citywide goals and strategies:

ONE Pleasanton Citywide Strategic Plan:
• Building a Community Where Everyone Belongs, Strategy 1 – Apply strategies from the
City’s Diversity, Equity, and Inclusion (DEI) Action Plan to increase equitable access to City
programs and services for the Community.
• Building a Community Where Everyone Belongs, Strategy 3 – Implement high priority items
from the Library and Recreation Strategic Plan to continue to deliver activities and programs
that meet the needs and interests of the community.
• Building a Community Where Everyone Belongs, Strategy 12 – Implement the results of the
Human Services Needs Assessment and streamline housing, human services, and community
grant programs to increase program participation and access.
