A total of three bids were received, ranging from $4,183,298 to
$4,903,100. The lowest responsive bid was submitted by Bay Cities Paving & Grading, Inc. in
the amount of $4,183,298. The low bid was approximately 10 percent higher than the
Engineer's Estimate of $3,815,876.

Project work included traffic control, temporary striping, excavation of existing roadway and
concrete sidewalks, driveways and medians; landscaping and irrigation modification; tree
removal; drainage systems; installation of concrete sidewalks, curbs, driveways and sound
wall; cold planning of asphalt; asphalt pavement overlay; seal coating; pavement delineation;
modification of the lighting system; and installation of a traffic signal system.

Because a portion of the project was located within the State of California’s right-of-way, the
work was completed under a Caltrans encroachment permit. Upon completion of construction
activities, staff provided Caltrans with the required documentation.

A total of 12 contract change orders were issued during the contract term, resulting in a net
increase of $23,536.71, or 0.06 percent, over the original contract amount.

All work has been completed in accordance with approved plans and special provisions, so the
project is ready for final acceptance by the City Council.

Acceptance of the constructed public improvements will add to the City’s inventory of
infrastructure requiring long-term maintenance.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Climate Action Plan (CAP 2.0) in transportation and land
use by promoting a more effective transportation system that supports walking and bicycling.

OUTREACH
Construction notices, social media posts, and project information were posted on the City’s
website prior to the start of construction. Construction message boards were installed two
weeks in advance of work on major roadways. The contractor also hand-delivered construction
notices to businesses and residents within and adjacent to the project area.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the citywide ONE Pleasanton Strategic Goal of Investing in
our Environment, Strategy 1 - Implement the Capital Improvement Program.

FISCAL IMPACT
Total funding for this project was $6,187,694.
